Policy monkey....

They have what we call a "Policy monkey". Here's how it works.

1) Put a bunch of ideas and policies and Ideas on 3x5 index cards and tape them to the walls of an empty room.

2) Lock the "policy monkey" in the room for 30 minutes.

3) Remove monkey. Whatever index cards the monkey slings poo at shall become new policies.

4) Implement policies and force field techs to repeatedly bash their heads against a wall and rip their own hair out, at the same time
